8. Any person who enters the wildlife preserve with a domestic animal shall keep it on a leash unless the animal is a hunting dog within the meaning of section 24 of the Regulation respecting hunting activities (chapter C-61.1, r. 1) during the open season for migratory birds referred to in section 4.
